Following the death of dictator Franco and with the process of gradual democratization, Roma faced unprecedented opportunities to become active political subjects, discovering the potential of ethno-politics. Juan de Dioes Ramirez Heredia, the first Roma parlamentarian elected in 1977, was part of the process of building democracy in Spain. The Spanish Constitution, created and ratified in 1978, also bears his signature.
